Our story began in 1926, when Roscoe Elwood “Pappy” Hazard laid the foundation for what would become one of San Diego’s premier general engineering contracting firms. Over the past century, Hazard Construction has grown with the region — pioneering infrastructure, shaping places, and building long-lasting relationships with clients and communities alike.

Our story began in 1926, when Roscoe Elwood “Pappy” Hazard laid the foundation for what would become one of San Diego’s premier general engineering contracting firms. Over the past century, Hazard Construction has grown with the region — pioneering infrastructure, shaping places, and building long-lasting relationships with clients and communities alike.

1926
Roscoe Elwood Hazard, Sr. (affectionally known as “Pappy”) founds R.E. Hazard Contracting Company, laying groundwork for the modern road network that would support San Diego’s rapid growth.
1927
In 1927, during the assembly of the legendary Spirit of St. Louis in San Diego, Hazard’s crane played a crucial role in moving the aircraft’s 46-foot wing. The massive wing — built on the second floor of the Ryan Airlines factory — had to be lifted and loaded onto a rail car for transport to the Dutch Flats airfield, where the plane was completed before Lindbergh’s historic transatlantic flight.
1930
The company grades and paves major portions of Rancho Santa Fe, helping establish one of the region’s earliest planned communities and fueling suburban expansion.
1935
Bruce R. Hazard joins the company at age 17, starting in the field to learn the business from the ground up. His hands-on path reinforced a family-led approach that guided steady growth through San Diego’s development boom.
1950
A strategic partnership with W.F. Maxwell, Inc. positions Hazard to help build critical segments of Interstates 5, 8, 15, and 805 – freeways that would reshape mobility across the county. (eventually Hazard will buy out W.F. Maxwell)
1960
Hazard crews helped construct major overpasses along Interstate 805, supporting one of San Diego’s most important transportation corridors.
1970
The Adams Avenue Overcrossing on I-805 is designated the Roscoe E. Hazard Memorial Bridge, recognizing Pappy’s foundational role in building the region’s transportation backbone.
1975
Following Pappy’s passing, Bruce Hazard assumes full leadership, guiding the company through a period of expansion aligned with San Diego’s evolving infrastructure needs.
1985
Approval of the Brickyard redevelopment and the opening of Hazard Center transformed a former industrial site into a 42-acre mixed-use destination, helping catalyze Mission Valley’s evolution into a regional hub.
1998
The construction business separates from the real-estate arm to form Hazard Construction Company, sharpening its focus on large-scale civil work that supports regional growth.
2009
After Bruce’s passing, leadership transitions to R. David Randal, ushering in a new era of diversification to meet the increasing demand for public works and urban development—also marking the first time ownership transferred away from the Hazard family.
2010
Under Randal, Hazard further expands into construction management, public infrastructure, and major site development—broadening its impact on city-building across San Diego County.
2014
Hazard plays a role in delivering the Cross Border Xpress, a groundbreaking binational transportation link between San Diego and Tijuana.
2019
Hazard Construction establishes its Vine Street headquarters, becoming owner-occupants for the first time in the company’s history.
2023
Hazard Construction Engineering earns the AGC Build San Diego Unique Small Project Award for Creekside Park & Franklin Ridge, a new linear park that enhances mobility, stormwater performance, and public recreation.
2024
Hazard is honored with the 2025 AGC Build San Diego Award for Excellence in Heavy/Highway Construction for its Gillespie Field Runway 09R/27L rehabilitation work, highlighting exceptional skill and commitment to regional aviation infrastructure.
2025
The company advances major improvements on I-805 and safety upgrades on SR-163, continuing its century-long role in keeping San Diego moving, resilient, and future-ready.
2026
Hazard celebrates a century of building San Diego.

PRESIDENT

Jason A. Mordhorst

Jason Mordhorst has worked in the construction industry since 1997 and joined Hazard Construction in 2002 as an Estimator/Project Manager. His leadership and technical expertise led to his advancement to Vice President of Estimating/Project Management in 2007 and President in 2014.

Jason holds a bachelor's degree in Civil Engineering and dual master's degrees in Business Administration and Engineering Management from California Polytechnic State University, San Luis Obispo, where he graduated as valedictorian. He is a licensed Civil Engineer and Certified Qualified SWPPP Developer and serves on the board of directors for AGC San Diego.

William Rogers

William (Bill) Rogers began his construction career in 1978 as a Project Engineer and Estimator before joining R.E. Hazard Contracting Company in 1983. Following the formation of Hazard Construction Company in 1998, he advanced from Estimator to Vice President of Estimating and now serves as Executive Vice President. With decades of experience across public and private works projects, William oversees project management, estimating strategy, and contract negotiations. He holds a bachelor’s degree in Landscape Architecture from California Polytechnic State University, San Luis Obispo.

CHIEF FINANCIAL OFFICER

Emmanuel Gavino

Emmanuel (Noli) Gavino joined Hazard Construction in 2008 as Chief Financial Officer and Secretary. He oversees the company’s accounting, financial strategy, administration, and risk management operations. With more than 30 years of industry experience, Noli previously held corporate management roles with The Corky McMillin Companies, Sempra Energy, and Burnham Pacific Properties. He began his career in public accounting as an Audit Manager at Deloitte & Touche and holds a bachelor’s degree in Business Administration in Accounting and Finance from the University of California, Berkeley.

Mark Thunder

Mark Thunder joined Hazard Construction in 2014 and serves as Vice President of Operations. With more than 37 years of construction industry experience, he brings extensive expertise in field management and operational leadership. Prior to Hazard, Mark held management roles at Daley Corporation, Nicholas Grant Corporation, and California Commercial Asphalt. He holds a bachelor’s degree in Civil Engineering from San Diego State University, where he graduated Cum Laude, and is a licensed Civil Engineer.

Bryan Seeger

Bryan Seeger joined Hazard Construction in 2017 as an Estimator/Project Manager and now serves as Vice President of Estimating. He oversees estimating operations and supports the development of project teams while mentoring emerging professionals. Prior to Hazard, Bryan managed and estimated projects throughout Southern California with Erreca’s, Inc. and Flatiron Construction Corp. He holds a bachelor’s degree in Civil Engineering from San Diego State University and is a licensed Civil Engineer and Certified QSD.
